Abstract

This presentation sets out, in relation to consumer and technical agendas, the imperatives that will shape future healthcare services. The role of telehealth, with a meaning that embraces both institutional and community service contexts, will be explored and some core ethical considerations for emergent telehealth services considered. Central to this ‘meaning’ is understanding the necessary move from healthcare service approaches that predominantly ‘deliver to’ patients to those that ‘provide for’ people – with the latter acknowledging (and encouraging) people’s roles as consumers who are increasingly health literate and more active partners. The link is made, therefore, to an essential role for telehealth in public and preventative (as well as clinical) health for people of all ages – that is concerned with behaviours and lifestyles as much as with the diagnosis or treatment of particular conditions.

Speaker profile

As Director of the Telehealth Quality Group (TQG) Dr Fisk is actively engaged in supporting the development of telehealth services according to appropriate service paradigms (see www.telehealth.global). At the heart of this work are quality benchmarks for telehealth (relating to a wide range of domains and very much from a service user / consumer perspective) embodied within the International Code of Practice for Telehealth Services.

In his De Montfort University capacity, Dr Fisk leads the European Commission funded PROGRESSIVE project - see www.progressivestandards.org that is addressing ‘standards around ICT for active and healthy ageing’. This project focuses on key issues of smart homes, telehealth, co-creation and interoperability.

Dr Fisk’s other roles include being an expert advisor for ANEC: The European Consumer Voice on Standardisation. Representing the consumer interest, he is a participant in three European CEN Committees - relating to standards for (a) health; (b) quality of care for older people; and (c) social alarms. Dr Fisk is a member of a Quality Standards Advisory Committee for NICE, the UK’s National Institute for Health and Care Excellence. He is expert Advisor to the European Commission Coordination Hub for Open Robotics.

Previously Dr Fisk was appointed by the Welsh Government to Chair the National Partnership Forum for Older People and subsequently to provide expert advice on addressing poverty and inequality; and the housing and related support needs for older people.
