Dr Tan has a background in health economics and evaluation. His PhD thesis assessed the cost-effectiveness of applying for precision medicine in childhood cancer care through a novel microsimulation model.

Owen has a particular interest in the economic evaluation of health interventions. He has experience in cost-effectiveness analysis, cost-benefit analysis, cost-of-illness analysis and program evaluation. He has worked on business case development, where he performed cost-benefit analyses of projects in accordance with Treasury guidelines. He also has extensive experience in analysing administrative health datasets to identify drivers for health service utilisation.

Owen completed his PhD at GenIMPACT under the supervision of Professor Schofield and Associate Professor Shrestha. He developed a microsimulation model to assess the cost-effectiveness of precision medicine, using a linked population dataset. Owen also worked on a number of projects including estimating the costs of caring for individuals with familial intellectual disabilities using data gathered from surveys, hospital and emergency department datasets, as well as Medicare data.

Since 2022, Owen has been a manager at Deloitte Access Economics where he has worked on a wide range of advisory projects including the economic appraisal of government programs, program evaluation, cost-benefit analysis, investment logic mapping, input-output modelling using ABS reported matrices, and estimating the costs of chronic diseases.

Dr Tan has co-authored 20 peer-reviewed papers.
